The answer is the same fabrication pattern as Finding 11: a coherent NPRM-stage paragraph anchored on figures that the NPRM does not record. For an accountant or fund auditor working this question into a rule-change tracker, fund-administrator deliverable, or audit working paper, the AI's answer would silently embed an error into a record that downstream readers treat as verified.
