The Energy Market Authority issued a Request for Proposal, dated 29 April 2026, under the Centralised Process for new generation capacity. The RFP invites the private sector to build, own, and operate hydrogen-ready combined cycle gas turbine units: one of at least 600 megawatts for 2031, and up to two further units of equivalent capacity for 2032. Singapore’s system peak demand is projected to grow at 2.4 to 4.8 per cent compound annually through 2034, reaching 9.6 to 11.4 gigawatts by 2031 under the upper-bound forecast. The demand profile is shaped by industrial and digital sectors — semiconductors and data centres in particular — for which combined cycle gas turbines remain essential to providing the baseload that secures grid reliability while lower-carbon supply continues to develop. The RFP applies to power generation companies under the Replanting Framework. Submissions for the 2031 unit close on 24 June 2026; submissions for the 2032 units close on 30 September 2026. Successful bidders accept performance bond and gas connection obligations under Annexes A and C. Existing Gencos may offer Flexible Retirements, scored favourably in the Centralised Process, to defer requested retirements where required to meet Base EDF and the Required Reserve Margin.
